It may be coming from the server, but it is apparently caused by the Filezilla client. Otherwise all the servers we all go to would have had to change something the same way.
So I had a copy of 3.9.0.6 sitting in my downloads folder, so I backed down to that version to eliminate the problem. And I went into the settings and told it to never look for an upgrade. That was a waste of time. Not only does it continue to check, it also automatically downloads the new version and asks for permission to install it.
Anybody know of another program that will do nice FTP transfers with a nice GUI and no hassles?

It doesn't check for updates, it already knows there is an update.

The message comes from the server, you need to contact your server administrator or server hosting provider for assistance to have the limit raised.

Get you hosting provider to add your IP to the Host access Control list, Firewall, and cpHulk whitelist.
