Failed to convert command to 8 bit charset

The subject is the error message I'm getting when attempting to upload a PDF in exactly the same manner I've done hunfreds of times previously with no problem. I even recreated the PDF in case it was at falt and once again did it exactly the same way it has always worked.
I'm stumped ? Any suggestions?

This means that your server does not support UTF-8. Two solutions: Either upgrade to a server that does support UTF-8, or alternatively refrain from using any non-US-ASCII characters in filenames. See Character Set.

Thank you for responding. It appears the error was mine in a misspelling of the file name. Even though I checked it several times.
