500 Command not understood

I am installing oscommerce and am trying to change the permissions on some of the admin folders following intallation. It appears that I am changing the permissions (the numbers change as I type them, I hit "ok"), but I continue to get a message on osc that the permissions need to be changed. So I go back to FileZilla and click the folder in question - the permissions are back to their original settings. What am I missing here?
Thanks.

Currently all I'm getting is:
Quote:
Error: Connection timed out
Error: Could not connect to server
Status: Waiting to retry...
Status: Connecting to 208.73.33.162:21...
Status: Connection established, waiting for welcome message...
Error: Connection timed out
Error: Could not connect to server

I'm guessing this is a server/host issue so I'll wait a while and try again.
I wanted to make sure - when I change permissions for files - do I change them on the remote side or on the local side? I was changing them on the remote side.

The log says:
Quote:
Status: Set permissions of '/public_html/catalog/admin/includes' to '444'
Command: CWD /public_html/catalog/admin
Response: 250 OK. Current directory is /public_html/catalog/admin
Command: PWD
Response: 257 "/public_html/catalog/admin" is your current location
Command: SITE CHMOD 444 includes
Response: 200 Permissions changed on includes

And on the second folder:
Quote:
Response: 227 Entering Passive Mode (208,73,33,162,82,161)
Command: LIST
Response: 150 Accepted data connection
Response: 226-ASCII
Response: 226-Options: -a -l
Response: 226 22 matches total
Status: Directory listing successful

But, I still have the message on the website that:
Quote:
Warning: I am able to write to the configuration file: /home/womanofv/public_html/catalog/includes/configure.php. This is a potential security risk - please set the right user permissions on this file.

And when I click on the folders within FileZilla it shows that the permissions are set to 644.
Any thoughts on why the permissions are not changing?

You can only change the permissions if you are either root or the actual file owner. That's either the account you use to log in to the server or the account the server itself is running under. Depends on the server implementation.

How do I make myself the owner of the files? I'm fairly new to this and I'm not quite following you.

I'm not aware of any FTP command to change file ownership. Furthermore, only root or the file owner can change ownership to somebody else. Your best option would be to contact your hoster for further assistance.
