resume filezilla client error

filezilla client,
i set setting -> transfers -> file exists action -> Resume file transfer

when i upload my file 1 MB,
tommorrow i upload my file 1.5 MB,
filezilla client it will append the file without detect if datetime created is different. it's different file

why not detect local file datetime with server file datetime before append

Both local and remote file times can change independently, there's simply not enough information available to base a resume decision on this. In particular, the very action of resuming already changes the timestamp.
