I get an error message in the program FileZilla by the Network configuration wizzard:
FileZilla does not recognize external IP address. How do I get an external IP address? And where should I enter that IP address?

For normal FileZilla use, you don't need to worry about external IP (that's the one your router has, for all but the most exotic connection types). It will just work fine in Passive mode.

Only for the legacy Active connection mode, you need to configure FileZilla according to the Active mode chapter of the Network Configuration Guide.

Open the linked guide, and configure FileZilla + your router correctly. Then, it will work.

As I said already, for most normal usage scenarios, you can ignore it.

I am having trouble with my IP address. I keep getting Error 404: The requested URL was not found on this server. I have uploaded the file to the public_html folder but it doesn't work when I test the link. Can you help me fix my issue?

That has nothing to do with IPs, nor with FTP. For a file to be automatically loaded by a browser, it must have a special name, usually index.html*. Note that case is important, Index.html or index.Html will not work.

*or index.htm / default.html / default.htm
