Unable to connect to Filezilla Server 1.0.0-rc5

I am at wits end.

I was running 9.6.0.2 and updated to 1.0 rc5, and am now unable to connect. I will refer to them a 1.0 and 9.6 below.

I'm using the latest FileZilla client
I'm attempt to connect using explicit TLS (but it doesn't work with regular FTP either.)
I use it on local lan only, FileZilla server is in 172 segment, client is in 168 segment, there's a PFsense firewall rule which allow 172 to 168 connections.

I've changed *nothing* other than installing 1.0
I've made sure the FileZilla service is running and active (allowing connections.)
I can connect to the local admin interface and the configuration data as converted from my existing 9.6 install all appears to be correct. There's nothing complex, no groups and only 1 user. Filter is block all (0.0.0.0) and allow one explicit ip, as converted from my original 9.6.

I get no response at all when attempting to connect to the FileZilla server, the connection attempt times out in FileZilla client.

If uninstall 1.0 and reinstall 9.6 everything is back to normal and working perfectly.

If I uninstall 9.6 before installing 1.0 (as opposed to installing over 9.6) I get exactly the same results.
I get the same results with 1.0 rc4.

So I'm back to 9.6.

Any ideas?

What has been configured as listeners on the very first page of server settings in 1.0.0-rc5?

I found the problem.

The Windows Firewall allowed app entry for filezilla-server.exe was pointing to C:\Program Files (x86) when it should now be C:\Program Files\

Changed that, now working.
