i m abt to host my wordpress site on hosting account ..bt they said me you are the man for the things we ll provide you srever space & cpanel then u r the boss , you 1st have to download wordpress on server then u ll have to upload all ur wp files and database to the hosting server , so how to do that i m using webmetrix to host wordpress locally ( webmetrix has iis express webserver) i dont have phpmyadmin do i ll need it to transfer the database or it could be done using filezilla ?

You cannot transfer the database directly, though you could transfer a database dump (.sql file). phpMyAdmin is what I'd use to re-establish the database. The dump file is like a batch file, it contains all commands to recreate the database to the point of taking the dump.

My advice would be to simply use the Export feature provided by Wordpress.

Here's what you can do -
1. Go to your Wordpress account > Setting > Export. You will get a XML file with all your backed up posts, comments.
2. Copy the entire wp-content folder.

Now on the new host -
1. Setup a new wordpress using fantastico. Login to wordpress > Settings > Import
2. Copy all files from your wp-content folder u backedup into the new one and you're done!
