How start Journal Reciever Job on Process server

Hi everyone,
I'm working on Signature through AS400, it happens when I start the process server the last job that is RCV_#RPJRNA cannot be started. although I tried to start it through the function Work With Jounaling, it didn't. So I'd like you help me please.
