I am a consultant, and I have a new client who wants me to post my work on their web site because the files are too big to e-mail. My work computer uses Windows ME. I downloaded Filezilla at the suggestion of somebody in their office, but when I try to open it I get a runtime error message.
Any suggestions?

If you go to FileZilla's download page at https://filezilla-project.org/download.php?type=client, it says that supports only Windows 7 and later.
So, if you are running Windows ME (Millenium Edition), you have to upgrade to at least Windows 7 if you want to use FileZilla without runtime errors.
