How do I temporarily take my entire site offline except for the index page?

I've already changed my site's Index page to display an "Under Construction" message while I'm redoing the site. However, people can still do a google search for the site's name and access anything on the site via the search results. What's the easiest non-technical way of temporarily hiding the rest of the site until it's ready to go public again?

1. Prevent site indexing (robots.txt).
2. Move the items to a different place (e. g. a newly created subdirectory).

It's been a while since I accomplished this so I'm not 100% sure if this is how I did it, but I think I changed the name of the folder all my material was in, so when the browser went to look for a pic, the folder it was looking for (or at least its name) no long existed

You also need a 404 page for errors (page not found) as people will still find your pages in Googles index and click on them
