Private IP address error

I'm having an issue with a friend not being able to connect to my server and would greatly appreciate any guidence.
what i've done so far:
-- set up a NO-IP relay to my WAN IP
-- changed the ports (listen and implicit FTP) to custom ones, forward both in the router to my server static IP, and set windows firewall rules to allow both ports, TCP and UDP in and out
-- disabled IP check
-- enabled FTPS, and generated a certificate

when i test the connection with FTP test, i get the following:

Error: Server returned unroutable private IP address in PASV reply

You need to tell the server your public IP address and forward the configured passive mode port range. Please refer to our Network Configuration guide for further information.

Please note that FTP uses TCP only. UDP does not need to be forwarded nor opened.
