Hi, had same problem. go to Start->Control Panel->Windows Firewall push text on left side - Allow a program or feature through Windows firewall, and add FileZilla to the list ticking both boxes to allow Home and Public network. Hope it helps. :)

I had the same problem and just solved it!

(for win7)
Go
Start->Control Panel->System and Security->Windows Firewall

Select "Advance settings" on your the left side menu.

On your left again, right click on "Inbound Rules" and select "New rule..."

Select "Port" on radio buttons then "Next" and then you have to specify the protocol (TCP) and the port you want to open (probably 21).

Click next leave it as is ("Allow the connection"), same with the next tab, and finally set a name to the new rule (I name as "Ftp Server")

I hope I helped (I am not really an expert, so, if I did some mistakes forgive me :) )
Spend time to think before you do.
