500 Command not understood

How does the "listen on these ports" in general settings relate to "use custom port range" in passive mode settings?
I have the following setup and I am not able to get it to work. Have read the wiki, forums, etc. but I guess there is something I have missed.

I my router I forward ports 51514:51515 to 51000:51050
I have disabled all firewalls
I have a static IP so I have entered that in the passiv mode settings
I have entered the ports 51000:51050 in the "use custom port range" in passive mode settings
Now if I enter one port to listen on in the general settings, e.g. 51000 and try to connect I don't get through to the server.
If I instead enter the 51000:51050 range I get the "421 Can't create socket" message.
Failing to understand what I am doing wrong I turn to you. Are there anyone out there that knows what I am doing wrong?

The listening port is where FZ Server listens for the initial connection. The custom port range (or Passive port range, data port range) is used after a PASV command has been received.

Example: Listening port 21, data ports 51000-51050.

The clients initially connect on port 21, then, on the PASV command, the server takes the next available port of the data port range, returns it in the reply to PASV, and waits for the client connection on that port.
