Error SFTP and Passive Mode

I have Filezilla in windows server 2008 R2 externally want access to my server and I have a Fortinet makes NAT function, I have the public IP 181.48.99.XX I read network settings but when attempting to access filezilla in server logs shows me the following errors

(000189)9/26/2013 15:34:18 PM - prueba (181.48.114.178)> 227 Entering Passive Mode (181,48,99,26,121,255)
(000189)9/26/2013 15:34:18 PM - prueba (181.48.114.178)> MLSD
(000189)9/26/2013 15:34:28 PM - prueba (181.48.114.178)> 425 Can't open data connection.
(000189)9/26/2013 15:36:28 PM - prueba (181.48.114.178)> 421 Connection timed out.
(000189)9/26/2013 15:36:28 PM - prueba (181.48.114.178)> disconnected.

I verified and i have all the ´ports open in firewall fortinet.

If you compare the server logs with the client logs, is the reply to the PASV command identical in both logs? If there's even the slightest difference, some firewall or NAT router is actively sabotaging the connection.

Note about the Passive port range: 1-65535 is nonsense, at least the first 1024 ports are reserved and shouldn't be used.
