yep, i set the custom port range went through the network configuration thingy as best as i could find... the computer has been in the DMZ zone this whole time, so no need for port forwarding... still won't open data connection

If you really get assigned that private IP by your ISP, then they run a VPN of some sort. Multiple problems with that:
1. It pushes the NAT outside your reach, so you're unable to forward ports.
2. It doesn't provide you with a real public IP.
So without a real, dedicated public IP, and the ability to forward ports to your PC, you cannot run a publicly accessible server, sorry.

interesting, because i host a WHOLE lot of other servers on that computer and they all work well... Just to clarify, i want this server to only work from within our ip, as it is free, outside will start costing majorly.

If it should work only internally, you don't need to configure anything, only unblock the server in the firewall. All Passive mode configuration is meant for external access.
Note that in this forum we usually assume external access is required, as this is the primary usage profile.
