My windows 7 firewall is blocking the FTP connections. I'm not sure what to enable. I have port 21 and 15000/15001 (custom port range) fully enabled on both home and public network. With my firewall shut down the FTP works perfectly but I don't want to keep it permanently down. any ideas?

Did you read the Network Configuration guide yet? It explains router and firewall configuration in great detail.

You can test your server for correctness on https://ftptest.net//

Much too few ports, custom port range should have a minimum of 50 ports.

Using that crappy IE to connect? Use a real FTP client.
