SSL FTP - Cannot list directory

hello,

we had problem with SSL FTP with filezilla
we cant retrieve the directory of file in between another segment

does it coz of our firewall because we already allow port 990

anyone can help

filezilla Client logs

Command: LIST
Error: Transfer channel can't be opened. Reason: No connection could be made because the target machine actively refused it.
Error: Could not retrieve directory listing
Response: 425 Can't open data connection.
