stalled uploads over 3mb in size

I have a brand new Windows 2003 Server that i have Filezilla Server running on. I've added the program to the Windows Firewall exception list, manually added all of the ports, as well as ports 15000-15050 for PASV mode.

Users can connect, login, upload and download perfectly. EXCEPT if the file is over 3mb in size. All of those files will transfer completety and stall at the last few bytes.

However, if i disable the Windows Firewall completely. The large files transfer fine.

Please help!

Please contact Microsoft, this looks like a bug in the Windows Firewall.
