Why is there a server for admin configuration?

I'm new to FileZilla, so this might be a stupid question, but what is the purpose of the Admin Interface server? The server on port 21 is, obviously, the FTP server, but the admin server appears to be its own server simply for configuring FTP settings. I might be way off here, so could someone explain the point of the interface server and why there's a server for it (as opposed to using a config file / registry settings)? Is it primarily to allow users to change the FTP settings remotely? Thanks.
