Increase download speed on Filezilla server?

I have been using filezilla server to host my ftp. Is there a way I can saturate someones download speed from me? I have 65megabit/s upload, 150megabit/s download. Normally the max someone can pull files from me is about 1.5MB/s. Person has 30megabit download. Can I setup filezilla somehow to utilize more of my upload speed to them?

You can use the ''Speed limits'' settings inside that user's FTP account to override the globally set speed limits (check the Bypass box).
