From what I read, the OS you mention does not use an NT kernel. FileZilla Server very likely does run only on NT kernels (5.0 and up).
There's only that one version you see now (Win32). You could try it. Find older versions at http://download.filezilla-project.org.

I did not understand what you ment. Do you mean there is ONE version that MIGHT be compatible with Windows CE 4.20 .NET? I meant there is only a build for that one platform, Win32. If your OS is compatible with Win32 then FileZilla Server might run. However, I read about Win Embedded CE that it, contrary to Windows Embedded Standard, does not use a Win32 kernel. If that's the case FileZilla Server probably refuses, it depends on Win32 APIs. Older versions may have less dependencies (like 0.9.37 does not have IPv6, for example).
