Is there no more full offline server package to download?

I just wanted to download the new FileZilla Server package from page:

https://filezilla-project.org/download.php?type=server

Much to my surprise I saw that it is only an installer exe.

Is there no full offline installation package any more?

This would be disappointing.

SourceForge offer crap...
