Hello,
Please be informed I dis-joined my server from a domain and joined it to another domain and now server stops to create log file.
under setting\Logging is active. please refer to the attachment.

Does the account the server service runs under have permissions to write into the directory it is located in?

No it was not.

anyway I had to install a new server and Filezilla application.
everything is working now.
