Could a virus scanner be sandboxing FileZilla Server?

I didn't install any firewall software, only windows default one. I tried to disable the firewall, but also can't access the files.

In case you have Windows 10, please check if the Windows Defender "Controlled Folder Access" is enabled. That Windows "feature" blocks access to certain "protected folders" until you disable it completely or allow FileZilla Server access. Find it in Defender Security Center, Virus and Threat protection.

Controlled folder access is Off (first screenshot). MS is moving around the setting locations like crazy.
