First, check up your ISP contract. Many ISPs forbid running servers and block the ports. Especially FTP is blocked often, as ISPs don't like it.

Check the contract you have with your ISP (Internet Service Provider) at the server side. Running servers, especially FTP, is often not allowed in consumer contracts, as they want you to buy the much more expensive business contracts, instead.

As a result, apart from the legalese, ports belonging to known server protocols, such as 21 (FTP+FTPES), 22 (SFTP), 80 (HTTP), 443 (HTTPS), 990 (FTPS), are usually blocked for incoming traffic. You could forward all ports you want in your router, it would not help.

Also, another thing to check: If you have both IPv4 and IPv6 Internet access, you might not get a real public IPv4 from your ISP. There are techniques like DS-Lite, where only the IPv6 is accessible from the outside. Running any server on IPv4 is not possible.

Picture 1 - Passive mode settings

IPv4-specific: Use the following IP states the internal (LAN) IP. This is incorrect, for a publicly reachable server you need to have either
- your public (external) IPv4 (in case it rarely or never changes), or
- a host / domain name that resolves to your current public IPv4
in this field. Note that only full public IPv4 addresses qualify, if you are NAT'ed or proxied by your ISP, then Goodbye, public server.

Alternatively, activate the "Retrieve" setting below (keep the default server), FileZilla Server will then check for and update its known public IPv4, automatically.

Keep the checkbox at the bottom enabled so local clients can still work.

Picture 2 - TLS settings

Note that the port you enter here is only for the (not recommended) FTP over TLS Implicit connections. Explicit TLS uses the default listening port.

Picture 3 - Router forwards

First, note that setting Service Type to FTP might enable all kinds of nasty hacks and "helpers". Setting Service Type to "Custom" usually leaves traffic alone.
Second, where is the Custom Port Range (aka the Data port Range, refer to Picture 1)? The complete range of data ports needs to be forwarded and opened!

Picture 4 - General settings

All good, the port here is used for plain and Explicit TLS connections alike.
