I have spent over 6hours trying to setup my FTP server to connect externally (it works internally).
I have tried with 2 different routers, without a router and on 2 different computers.

What you've shown seems to be OK. Just note that FTP does not use UDP at all, so you do not need to forward UDP ports.
Does your ISP permit running servers? Some block ports, especially FTP.
Did you take care of the local software firewall running on the server PC?
How did you test? Please use https://ftptest.net.

I have also tried to send files using mIRC, and it does not work either.
I believe this may be something wrong with the way I setup the port forwarding on the router. I use a DIR-645 by D-Link.
I also tried to test with ftptest.net but I get a timeout everytime.
No firewall other than windows on the computer.

It's working! I had to enable it in Windows Defender Firewall.
