Currently i installed latest version FileZilla Server in Windows 7 Pro as a FTP Server. Will use HP OpenVMS to put files into this FTP Server. How to set encryption between OpenVMS and FileZilla Server?

Same as with every other client and FileZilla Server: Enable FTP over TLS in FileZilla Server and configure your client to use it.

You need to compile FileZilla from source, though I doubt it's at all possible, OpenVMS is quite closed despite its name.
