Redirect Link From FTP to HTTP

I was recently requested to save a link to a website to our public FTP directory in the hopes that when a user accessed said directory using the browser of their choice (IE, Firefox, Chrome, etc) and clicked the link, it would then open the URL link in a new browser window/tab.
Instead, it seems to be opening the text attributes of the link instead of actually navigating to the link.
Is this even possible? Or do I need to save something like a PDF and include the link in the PDF for someone to click.
