FileZilla Server Resuming

I'm running FileZilla Server 8.8, and I've noticed that some people connecting to the server are having problems resuming uploads that - for one reason or another - were stopped. The error in the logs is:

550 Permission denied

What directory and file permissions do I need to have set for the uploading client's account to allow resuming?

I've been having a similar problem. One of my users will constantly get a "connection timed out" after only about 1 minute of connection.
