I'm trying to set up a server and have hit a block with the Connection Timed out message when trying to test the Passive connection settings. What I think is needed to fix the issue is being able to log on and make changes to Port Forwarding via my router, however there is no such option when I finally got access and I'm struggling to think of what more I can do.
The internet is office based and I'm unsure if we're even able to access port forwarding since we're a small office in a wider building housing different companies. The IP is currently set to be retrieved from http://ip.filezilla-project.org/ip.php, and I'm unsure what this translates to putting in the online FTP tester 'Host' section to make sure (currently taking what's presented on whatsmyip.com). I've disabled windows firewall for the server as was suggested also. Any help in setting this up would be much appreciated as online walkthroughs are completely by-passing the issues I'm facing.

For running a server of any sort, and an FTP server in special, you need full control over the network. That means, you must be able to configure all routers and firewalls on your side.
Your first task is to clarify, with the admin running the office network, if you are even allowed to run servers. Next would be, to plan the required ports that have to be forwarded to your location.
Port forward is sometimes also called "Virtual Servers".
