"Connection Timed Out" Unable To Access Port Forwarding

Hi there,
I'm trying to set up a server and have hit a block with the Connection Timed out message when trying to test the Passive connection settings. What I think is needed to fix the issue is being able to log on and make changes to Port Forwarding via my router, however there is no such option when I finally got access and I'm struggling to think of what more I can do.
The internet is office based and I'm unsure if we're even able to access port forwarding since we're a small office in a wider building housing different companies. The IP is currently set to be retrieved from http://ip.filezilla-project.org/ip.php, and I'm unsure what this translates to putting in the online FTP tester 'Host' section to make sure (currently taking what's presented on whatsmyip.com). I've disabled windows firewall for the server as was suggested also. Any help in setting this up would be much appreciated as online walkthroughs are completely by-passing the issues I'm facing.
