Changing settings in Administrative Interface stops the service

Hello there.

running windows 2019 Server with Filezilla server version 0.9.60 beta

I noticed that if I change any of the settings in the administrative interface such as binding an IP, changing PASV ports, ports to listen, etc..., I can not connect to the interface any more and it always shows it as

Then I went to the Services and noticed the service was stopped!

Is this a bug of some kind? That means during this time, no one can ftps to our server when it is stopped, correct?

What is the right way of changing any configuration in the administrative interface without the need to start the service again ?

for the record I could see the app was crashing. I reinstalled the software but installed it as a service and that works.
