Not able to connect ftps server

Is there any windows service needed by filezilla? I changed some useless services weeks ago. (win 10)
The status is now as these:
1. I can access via server machine itself by filezilla client. ftps://192.168.0.101 certification file normal. file list normal.
2. I can use my phone to connect to windows smb share. It means I can connect to 192.168.0.101 as usual.
3. When I use my phone to connect ftps, it's just keep waiting, there's no log info printed from filezilla admin interface.
I checked my anti-virus application, filezilla server program is allowed to use network. And I have disabled windows defender.
filezilla is already installed for serveral times. Months ago, it worked fine, but now, I don't know what's wrong, there's no settings changed.
I checked FAQ, seems not matched.

Most likely some firewall or NAT router is blocking FileZilla Server.

I tried another ftps server, and my phone can access it. I think this issue causes by win10,version 2004,10.0.19041.610

Windows firewall/defender is disabled via 'gpedit'. FileZilla is added to whitelist of anti-virus software, and I tried close all protect functions.
windows 10 bug would be the most likely.

I tried publish my port to public IP, still keep waiting. And my anti-virus caught the requests and pass them.

I finally found another Windows Firewall setting in Control Panel which is different from Windows Defender Firewall in Group Policy.
The Windows is such annoying.
