I'm working on setting up a server and client between my home and work.
The server is at my home.
I have Windows firewall rules for the listening port, and passive range ports.
I have router power forwards for the listening port, and passive range ports.
I have tried passive and active.
I have tried with and without TLS
But I cannot get past "Can't open data connection for transfer of "/""
I'm at a loss at this point.

Of course not. Your configured and forwarded data ports are actually worth nothing if the FTP client does not even attempt to use them.But I cannot get past "Can't open data connection for transfer of "/""
You need to tell your client to use Passive mode.

Weird... I tested several times with both passive and then active and neither worked.
Of course now that you've posted that, and I test it with passive, it works.
