SSL port can not be forwarded?

The FileZilla server is behind a router which forward the 21 and 990 ports to 2121 and 9990. The problem is that 9990 can't be telnet using external IP while 2121 can. Both 21 and 990 ports can be telnet using internal IP. The problem remains if another pair of internal/external ports are used for forwarding, while these ports can be telnet when another application (nginx) is behind the router under same forwarding rule. Does anyone have clue what's going on here? Thanks.
