I understand this is a very common problem related to the data ports not being open. However, I believe the Fios routers in particular seem to be problematic for port forwarding.

Looking at my attached port forwarding screenshot, does anyone know exactly how that has to be set to have this work. I have windows firewall disabled (but allow the service/.exe anyways). I feel like I have tried every possible combination of source destination but honestly I don't know which one is supposed to work.

The good thing: You are using FTP over TLS, this already rules out a whole class of problems with routers/firewalls sabotaging FTP.

Source ports should be left at Any. Destination Ports should be the range configured in the server, all forwarded same as incoming port.
