with your message, I was able to investigate in another direction
In fact, it was our router which has a "default" FTP setting which was faulty (I think unable to manage the FTP over TLS)
I has to change the listening port and make a manual setting and now it works

If other people run into this issue...
I recently upgraded my wireless to an RAXE series...
My server was functioning perfectly with "TLS required" prior to the upgrade.
What it turned out to be :
Even though I had "Passive Mode Settings" "Use Custom Port Range" defined in the port forwarding rules I was getting the exact same issue.
I ended up have to define each port singly (In my case I had defined 62000-62100).
So..... I reduced the port range from 62000-62010.
and created a separate rule for each port.
(yes 11 separate rules)
and My server is functioning again as it once was.
I hope that might help someone out, and save them the 6 hours I spent experimenting.
