FTP server in Passive mode.

I have seen many many posts where users have an issue setting up the FTP server on a Windows server in Passive mode. I too struggled with it, despite following all instructions in many many help articles.
I typically got away with setting the server in active mode.
However, I finally reached a Wall where I must setup the server in Passive mode as the programmers used FlashXP client which I could not configure in active mode to save my life.
After six hours, I finally figured out that in addition to Natting the Passive ports to your Windows server , you need to ensure that on the Windows FW on the server and on your peripheral FW, the Passive ports you select are also allowed to send OUTBOUND Traffic.
I tested this on two servers and can confirm that it worked for me.
I hope it saves somebody else the heartache.
