Cannot Install FileZilla Server 1.4.1

I cannot install V1.4.1 both on Windows 7 or windows server 2018. It shows an error: Error while generating password hash: exit code -1073741795. Aborting. Can somebody help with this error?

Windows 7 is not supported. For Server 2008 and Server 2008 R2 it's the same, unsupported OS. That's for the official support.
However, Windows 7, Server 2008 R2 with full ESU updates can run FZ Client and FZ Server fine. Without ESU, the SHA2 support is probably what's amiss.
