The latest version as of today is uploading 3x files at 6.2 MB/s, whereas the user's speed limit is 2000 kB/s.
To check whether it uses speed limit per transfer, I started 4x files, and there you go: 8.3 MB/s.
Speed limits should be applied per user, not per user/s transfer!

User's speed limits can be per-session, or encompass all sessions the user might have opened.

You should configure your user the way it's shown in this screenshot:

It's probably a good idea to migrate the old style settings into the per server limit, not into per session, to avoid surprised users like myself.
