Remote Server Issue

I am trying to set up a Filezilla FTP Server and I have it almost working. I have it working on the local network but I need it to also be working remotely. when I am on the main remote network that it will need to run from it does not connect but if I use the same computer and only change the network connection to my phones hotspot it works fine. I have tried connecting directly to the ISP modem and that still doesn't work, and I am out of other ideas.

For enabling remote connections, you need to follow Network Configuration and configure the server and your network (router, firewall) accordingly.

I have it set up and it works on some networks but not others, and I am trying to figure out how I can figure out what part of this client network is not letting it through
