Complete unistall server

i need to do a complete uninstall of server. when i uninstall and then reinstall the server, the users i have created are still there. so i believe i'm not getting all the config files removed during uninstall. i uninstall thru windows. i know this question as been asked before but the answers that i can find are outdated.
