TLS:v1.2
self-signed X.509 certificate
listeners port :990
protocol: require explicit ftp over TLS
using passive mode
and I got this error :

You need to update to the most recent version of FileZilla Server.

Which client are you using?

I'm using FileZilla as ftp server connecting on IIS v10.0.17763.1 (Windows server 2019 standard)

That doesn't make sense. IIS is also a server, Server 2019 is an OS.
