425 ETIMEDOUT After Upgrading From 0.96.0

I am attempting to update our working 0.9.60 (beta) install to the latest 1.73. Passive mode works fine, but Active does not. We are using 1:1 NAT and have port 20,21,990 + passive ports open on the firewall. I just can't figure out why everything works fine on 0.9.60, but after updating, active connections are not able to transfer files. The initial connection, as well as listing directories works fine. Upon initiating the transfer, it hangs for a bit, then errors out with ETIMEDOUT. Not all settings were transferred when I first upgraded, but I have double and triple checked that everything is in place now. If I remove 1.73 and go back to 0.9.60 we have no issues.

Any ideas? Was there a change that I am missing?

Please post a complete log showing both the initial listing as well as a subsequent transfer. Also state which client you are using.
