Windows 7 / Server 2008 R2 are unsupported OS.
Technically, if the Server 2008 R2 did get all the recent updates (ESU), it might still work fine, e. g. there's no hard block. But AFAIK, Server 2008 R2 just received its last updates in Oct. 2023.
