i cant connect to my filezilla server

i use a windows vps server and I have installed ftp server , Now I'm trying to connect to my server from outside but it doesn't work

No support for that ancient version of FileZilla Server. We are at version 1.8.1 now.

i am trying to configure FTP server in passive mode and getting below error,

An error occured opening that folder on the FTP server
Details:
200 Switching to ASCII mode.
200 PORT command successful. Consider using PASV
425 Failed to establish connection

in filezilla, i am getting the same error.
I need to connect FTP server in passive mode
