Error when running service as another user

I am trying to run FileZilla server service under another windows user account, I tried setting it during installation and by going to the service properties and setting it there. For both ways I get the below error:

When I switch it back it runs and connects perfectly fine.

The account I'm trying is a local admin account so should have access to all folders and files. I turneds off windows firewall and my anti virus just to test as well and still got the error.

Any help would be appreciated thank you.

Certain ports are accessible only by privileged users, and it's not enough to be an administrator to circumvent that.

Plus, the account in question will probably need to have the "Log on as a Service" privilege set.
