ipfilters ... filter something ?

whell i'm back just for a question

ok let me explain that i want to do

i have a server making software and files backup and i want make a copy of this backup. For that i use a FTP script to download the backup files and filezilla server to provide ftp server.

the methode use is that :

1 : I create a folder to stock the backup files.
2 : I set a special user use by the script on the filezilla server.
3 : I set the home folder of this user to the backup folder.
ok it was very easy an other easy thing is the security
4 : I alow for this user just to read files and list the directory and the sub directory.
5 : to be sure that nobody exept me can download the backup files i set an IP filters i reject evrybody with 0.0.0.0 in the firt box and in the second box i set my IP X.Y.Z.21 to be the only IP alowed to connect on this server with this user.

After a try i can open a session with this user to an another computer.
what is my mistake ?

To reject any ip, just use *
