Erm... be more detailed? Most of the time it's a firewall blocking.

you are trying connect from localhost (local computer / 127.0.0.1) or you try remote connect ? you are using corect PORT ? in firewall settings - admin port for connections from FileZilla tray utility is enabled ? it's O.K. ? FTP port (num. 21) is enabled too ?
