is there a way to add users / group and what not from the command line in windows?

I am trying to automate user creation.

You can edit FileZilla Server.xml directly and afterwards call "FileZilla Server.exe" /reload-config

thanks. can you tell me what encryption method is use for the passwords? or will filezilla convert it when it's reloaded.

The passwords aren't encrypted, they are stored as MD5 hashes. Totally different concept.
